In 2023 a powerful and urgent human rights complaint was made for an international investigation into global technology and social media companies that are alleged to have aided and abetted the Islamic State of Iraq and Syria (ISIS) in the systematic persecution, torture, enslavement, and human trafficking of the Ezidi people. This complaint extends beyond the atrocities committed directly by ISIS and accuses tech companies of facilitating terrorism financing through the exploitation of Ezidis and other vulnerable groups. The appeal calls for accountability, justice, and a robust investigation into the role these companies may have played in these heinous crimes, urging global judicial authorities to step in and ensure justice for the Ezidi people.

Background: The Ezidi Genocide

In August 2014, ISIS launched a brutal assault on the Ezidi population, an ethnoreligious minority in Iraq and Syria. Thousands of Ezidis were killed, with many women and girls subjected to sexual slavery and forced marriage, while others were trafficked across borders. Boys and men were executed, and entire families were torn apart. This assault was part of ISIS’s broader campaign of ethnic and religious cleansing, with Ezidi specifically targeted for their religious beliefs.

The scale of the violence and brutality against the Ezidis has been widely recognized as genocide, with survivors suffering from the long-lasting trauma of enslavement, displacement, and loss. While international bodies such as the United Nations have acknowledged the genocide, many argue that justice for the victims has been slow to materialize, and those responsible have yet to face full accountability.

The Role of Technology and Social Media Companies

The core of this complaint is an accusation against global technology and social media companies, alleging that they enabled and facilitated ISIS’s actions against the Ezidis. The complaint asserts that these companies, through their platforms and services, provided a vital communication and operational infrastructure for ISIS, which helped the group organize, recruit, and carry out its campaigns of terror.

Enabling Terrorism Financing: Social media platforms and digital services are alleged to have been used to fund ISIS operations, including through the trafficking and exploitation of Ezidis and other victims.

Aiding and Abetting Human Rights Violations: The complaint argues that by allowing ISIS to disseminate propaganda, recruit fighters, and coordinate actions across borders, these companies directly facilitated the organization’s ability to carry out mass atrocities.

Failure to Monitor and Prevent Abuse: Many of these platforms are accused of failing to take adequate measures to prevent their tools from being exploited by ISIS, despite having the capacity to monitor and shut down such activities.

The Call for an Investigation

This human rights complaint includes a passionate demand for an independent and thorough investigation into the involvement of technology companies in these atrocities. The complainants argue that the companies must be held accountable for their roles in aiding ISIS’s criminal enterprises, including human trafficking and the exploitation of vulnerable populations such as the Ezidis.

Despite the gravity of the crimes committed against the Ezidis and the clear evidence of ISIS’s atrocities, no serious international investigations or legal actions have been initiated against the companies accused of aiding and abetting these crimes. Over the years, numerous reports have highlighted the role of social media and technology platforms in facilitating ISIS’s operations, yet these companies have faced minimal accountability or scrutiny.

The lack of meaningful investigations into the involvement of global tech giants in terrorism financing and human trafficking suggests a failure of the international community to hold these corporations responsible for their complicity in war crimes. As a result, victims of ISIS’s brutal campaign continue to wait for justice, while those who enabled these crimes remain largely unchallenged.
